What is wrong with this?

I am having problems & can't find help....I don't want to "sign up" for help questions can't I just send a help? my blog was saved so I could finish it because I kept getting a pop up that I "signed out from another location"? I changed my password & still get that then it published my undone blog I saved? plus on my posts every time I have a & it has amp: after it?
